had to move the installFlagsArray in preInstallPhases so that ${!outputX} work because they're set by the multiple-output hook

This commits needs a MAJOR audit as I oftentimes just guessed which of
`$hostOffset`, `$targetOffset`, or a fixed offset should be used.
