f9fdf2d402 treewide: move NIX_CFLAGS_COMPILE to the env attrset
with structuredAttrs lists will be bash arrays which cannot be exported
which will be a issue with some patches and some wrappers like cc-wrapper

this makes it clearer that NIX_CFLAGS_COMPILE must be a string as lists
in env cause a eval failure

33afbf39f6 treewide: switch to nativeCheckInputs
checkInputs used to be added to nativeBuildInputs. Now we have
nativeCheckInputs to do that instead. Doing this treewide change allows
to keep hashes identical to before the introduction of
nativeCheckInputs.

1b11f2b6ac lockdep: add -fcommon workaround
Workaround build failure on -fno-common toolchains like upstream
gcc-10. Otherwise build fails as:

    ld: lockdep.o:/build/linux-5.0.21/tools/lib/lockdep/../../include/linux/rcu.h:5: multiple definition of
      `rcu_scheduler_active'; common.o:/build/linux-5.0.21/tools/lib/lockdep/../../include/linux/rcu.h:5: first defined here

b3951d18df lockdep: 4.1.2 -> 5.0.21, fix build, enable tests
required a bit of an overhaul to ensure we're compiling against *this*
kernel's headers, not those in glibc which are presumably from some other
random kernel version.

would be nice to update to a more recent version, the build of this tool
reportedly got broken soon after this release.

bd01fad0ed Captialize meta.description of all packages
In line with the Nixpkgs manual.

A mechanical change, done with this command:

  find pkgs -name "*.nix" | \
      while read f; do \
          sed -e 's/description\s*=\s*"\([a-z]\)/description = "\u\1/' -i "$f"; \
      done

I manually skipped some:

* Descriptions starting with an abbreviation, a user name or package name
* Frequently generated expressions (haskell-packages.nix)

3ff158289a lockdep: refactor into non-kernel package
Lockdep doesn't *really* require the kernel package - just the kernel
sources. It's really a user-space tool just compiled from some portable
code within the kernel, nothing more.
