infinite recursion was due to autoPatchelfHook being in buildInputs of
platform-tools, i will add a lint for it in nix-community/nixpkgs-lint.

stdenv -> stdenv.cc -> bintools -> android-ndk-toolchain -> ndk -> platform-tools -> auto-patchelf-hook -> python3 -> zlib -> stdenv -> stdenv.cc -> ...
autoPatchelfHook was in buildInputs of platform-tools so we needed the host tools to build
it but platform-tools was a required tool
We just need jdk for this script that helps set up toolchains. The
script might need to know about the target platform, but the interpreter
that runs it (or part of it) doesn't.
It wasn’t exactly clear which NDK you were using previously. This adds
an attribute to system that handles what version of the NDK we should
use when building things.

Improvement: Use nix-shell for fetch.sh
androidsdk{,_extras}:
- Update to 7.1.1
google_apis_25 is missing after fetch.sh due to an error in addon.xml
(upsteam bug).
Addons:
- Add google_apis_25
- Update google_play_services (v8_rc41 -> v11_rc16)
- `adb` is now 64 bit. Linking against 64 bit libraries.
- Added `.lib` or `.out` postfix for 32 bit library packages.
- Some libraries are reside in `lib64` instead of `lib`.
- Other version bumps.
