with structuredAttrs lists will be bash arrays which cannot be exported
which will be a issue with some patches and some wrappers like cc-wrapper
this makes it clearer that NIX_CFLAGS_COMPILE must be a string as lists
in env cause a eval failure
There are many different versions of the `cudatoolkit` and related
cuda packages, and it can be tricky to ensure they remain compatible.
- `cudaPackages` is now a package set with `cudatoolkit`, `cudnn`, `cutensor`, `nccl`, as well as `cudatoolkit` split into smaller packages ("redist");
- expressions should now use `cudaPackages` as parameter instead of the individual cuda packages;
- `makeScope` is now used, so it is possible to use `.overrideScope'` to set e.g. a different `cudnn` version;
- `release-cuda.nix` is introduced to easily evaluate cuda packages using hydra.
Use the attribute mpi to provide a system wide default MPI
implementation. The default is openmpi (as before).
This now allows for overriding the MPI implentation by using
the overlay mechanism. Build all packages with mpich instead
of the default openmpi can now be achived like this:

All derivations that have been using "mpi ? null" to provide optional
building with MPI have been change in the following way to allow for
optional builds with MPI:

, mpi
, useMpi ? false
}
This makes packages use lapack and blas, which can wrap different
BLAS/LAPACK implementations.
