treewide: add meta.mainProgram to packages with a single binary
...
The nixpkgs-unstable channel's programs.sqlite was used to identify
packages producing exactly one binary, and these automatically added
to their package definitions wherever possible.

Bump scala version 2.12.7 -> 2.13.8 (latest AFAICT), as well.
Prefer hash format that matches what nix outputs these days
for easier updating.
* scalafix: shell completion (bash, zsh)
* scalafix: use setJavaClassPath, drop jdk dep
No need to pull in entire JDK just to use the setup-hook.

Part of: https://github.com/NixOS/nixpkgs/issues/108938
meta = with stdenv.lib;
is a widely used pattern. We want to slowly remove
the `stdenv.lib` indirection and encourage people
to use `lib` directly. Thus let’s start with the meta
field.
This used a rewriting script to mostly automatically
replace all occurances of this pattern, and add the
`lib` argument to the package header if it doesn’t
exist yet.
