checkInputs used to be added to nativeBuildInputs. Now we have
nativeCheckInputs to do that instead. Doing this treewide change allows
to keep hashes identical to before the introduction of
nativeCheckInputs.

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.

The old forms presumably predates, or were made in ignorance of,
`let inherit`. This way is better style as the scoping as more lexical,
something which Nix can (or might already!) take advantage of.
I leave them enabled by default though; I don't really know how much it helps,
having them built with gtk or gnome support.
I head towards building gnunet without gtk dependencies.
