Upstream, dosfstools respects SOURCE_DATE_EPOCH since this commit:
8da7bc9331
This means tools like mkfs.vfat will create deterministic outputs when SOURCE_DATE_EPOCH is set.
A backport in nixpkgs is warranted since this was already merged in 2021 and no release of dosfstools has been made since then.

checkInputs used to be added to nativeBuildInputs. Now we have
nativeCheckInputs to do that instead. Doing this treewide change allows
to keep hashes identical to before the introduction of
nativeCheckInputs.
Create these symlinks, since NixOS (and other users) can still be using
the old names:
dosfsck -> fsck.fat
dosfslabel -> fatlabel
fsck.msdos -> fsck.fat
fsck.vfat -> fsck.fat
mkdosfs -> mkfs.fat
mkfs.msdos -> mkfs.fat
mkfs.vfat -> mkfs.fat
While at it, kill the makeFlags which seems unnecessary as it seems
to use a standard Autotools build (maybe this is a new thing).
* libdbi / libdbi-drivers: updated to 0.8.3, and make it compile with
SQLite.
* qemu-image: fix the URL.
* gdmap: make it build again (requires an older GTK+).
* rlwrap: updated to 0.37.
* smbfs-fuse -> fusesmb to match the upstream name.
* x11vnc: updated to 0.9.10.
* clearlyU: fix the URL.
* Various packages: follow the coding conventions.
