1e47dd9cb8 cpython: Enable LTO on all builds as it doesn't break reproducibility 
LTO allows us to optimise the binaries we are shipping a bit further
than just with the regular -Ox and other compiler flags. It also is
deterministic and doesn't harm our reproducibility efforts while
providing us with up to 10% performance gain (and sometimes slightly
slower). See the table below for a comparsion of this version with the
Python 3.9 build that sets -fno-semantic-interposition.

470640e7fe treewide: Do a number of no-op cleanups for cross and darwin 
I am taking the non-invasive parts of #110914 to hopefully help out with #111988.

In particular:

 - Use `lib.makeScopeWithSplicing` to make the `darwin` package set have
   a proper `callPackage`.

 - Adjust Darwin `stdenv`'s overlays keeping things from the previous
   stage to not stick around too much.

 - Expose `binutilsNoLibc` / `darwin.binutilsNoLibc` to hopefully get us
   closer to a unified LLVM and GCC bootstrap.

This reduces the amount of packages that are required to use
builtins.fetchurl to fetch. Without this change, mime-types
would not be able to use fetchzip when mime-types support is
added to python3.

7617b03403 python39: hardcode path to tzdata 
Python 3.9 has a new module `zoneinfo` which requires tzdata. By default
it searches TZPATH for folders containing `zoneinfo`.

This commit makes the dependency on tzdata pure.

0dc64d5d71 python: fix full builds by referring to the correct interpreter 
The package set is an attribute of the interpreter. The function to
build an environment (`buildEnv`/`withPackages`) is part of the
interpreter. The interpreter is passed to itself, and needs to be
updated when overridden.

For cross-compilation we splice the package set, and for that the
various `build/host` interpreters and sets need to be available. We
select these currently through `pkgs.${pythonAttr}`. The `pythonAttr`
attribute was not fixed for `pythonFull`.

We need a better solution for this because this is very brittle.

python: Propagate packageOverrides to pythonForBuild 
When overriding versions of build tools injected via hooks
`packageOverrides` was not taken into account and 2 incompatible
versions of the same package (`wheel` in this case) ended up in the
closure, causing the builds to fail.

6cf25f9dbd Python: rename parameters and arguments passed to passthru 
As part of the splicing the build/host/target combinations of the interpreter
need to be passed around internally. The chosen names were not very clear,
implying they were package sets whereas actually there were derivations.

7abb57c7b5 fix passing qt5 version to pythonInterpreters 
fixes c88f3adb17, which resulted in
qt 5.15 being used in pythonPackages, despite 5.14 being
declared, and adapts qutebrowser accordingly.

'callPackage { pkgs = pkgs // { … }; }' does not work, because
it does not take into account the recursive evaluation of nixpkgs:

`pkgs/development/interpreters/python/default.nix` calls
`pkgs/top-level/python-packages.nix` with `callPackage`.
Thus, even if the former gets passed the updated `pkgs`,
the latter always gets passed `pkgs.pkgs`.

For the change in the qt5 version to apply consistently, 'pkgs.extend'
must be used.

qutebrowser only used the right qt5 version (5.15) because all
pythonPackages used it anyway.

stdenv: bootstrap darwin with python3 
- Replaced python override from the final stdenv, instead we
  propagate our bootstrap python to stage4 and override both
  CF and xnu to use it.

- Removed CF argument from python interpreters, this is redundant
  since it's not overidden anymore.

- Inherit CF from stage4, making it the same as the stdenv.

There were no new changes in version 3.5.9; 3.5.9 was released only because of a CDN caching problem,
which resulted in some users downloading a prerelease version of the 3.5.8 .xz source tarball.
Apart from the version number, 3.5.9 is identical to the proper 3.5.8 release.

81d15948cc python38: fix build on macOS 
Python 3.8 fails to build on macOS for two reasons:

* python-3.x-distutils-C++.patch fails to apply cleanly.
* An #include for <util.h> is missing, causing a build failure:

    ./Modules/posixmodule.c:6586:9: error: implicit declaration of function 'openpty' is invalid in C99
        if (openpty(&master_fd, &slave_fd, NULL, NULL, NULL) != 0)
            ^

Use the correct version of python-3.x-distutils-C++.patch, and add a
patch to #include <util.h>.

99e6ca2bdc python3Minimal: Add top-level for a minimal Python 3 build 
This builds Python without optional dependencies.

We can't just use python3.override, as things like
python3Minimal.withPackages would pass the wrong python derivation into
these modules.

8fa36fc8a1 python: provide hasCxxDistutils attribute for pythonPackages.numpy 
Patching numpy.distutils used to be required for pythonPackages.cython
to build on darwin. It was later accidentally disabled during one of the
refactorings, but that did not break cython. This change reinstantiates
the patch. It still applies, so it should be low maintenance and it can
still be useful.

d91b496eac pythonInterpreters.pypy{27,35}_prebuilt: init at 6.0.0 
These interpreters are prebuilt by upstream and patched using patchelf.
They are primarily added for testing purposes and development on the
non-prebuilt PyPy interpreters as it can speed up translation
significantly.

built with buildPythonPackage are not allowed to refer to the build
machine. Executables that have shebangs will refer to the host.

efbe87f3ef CPython: merge expressions of interpreters 
Each time a new major/minor version of CPython was released, a new
expression would be written, typically copied from the previous release.
Often fixes are only made in the current/latest release. By merging the
expressions it's more likely that modifications end up in all versions,
as is likely intended.

This commit introduces one expression for Python 3, and another for 2.7.
These two may also be merged, but it will result in a lot of extra
conditionals making the expression harder to follow.

A common passthru is introduced for CPython and PyPy.

c5e1ae5eaf * Purity fix in building Python: don't let it search in /usr/include 
and /usr/lib to determine what optional modules (like bzip2, zlib,
  dl, etc.) to build.  Unfortunately there doesn't seem to be a way to
  tell the Python build process to look anywhere else, so I had to
  patch setup.py.

12ae5363ea * Remove trivial builders. 
* Make builders unexecutable by removing the hash-bang line and
  execute permission.
* Convert calls to `derivation' to `mkDerivation'.
* Remove `system' and `stdenv' attributes from calls to
  `mkDerivation'.  These transformations were all done automatically,
  so it is quite possible I broke stuff.
* Put the `mkDerivation' function in stdenv/generic.
