Manually duplicating the logic from the Makefile here means that we
will miss new things when they're added. We were already missing the
system_actions file.
The nixpkgs-unstable channel's programs.sqlite was used to identify
packages producing exactly one binary, and these automatically added
to their package definitions wherever possible.
