Release branch from 6½ years ago, no update in 3½ years, unsupported
upstream, and unused in tree.
This finally resolves the tangled conditionals in `all.nix`, albeit in
a way I assume amjoseph wouldn’t have been too fond of. `default.nix`
still has some gnarly stuff in there. So it goes…
We are migrating packages that meet below requirements:
1. using `callPackage`
2. called path is a directory
3. overriding set is empty (`{ }`)
4. not containing path expressions other than relative path (to
makenixpkgs-vet happy)
5. not referenced by nix files outside of the directory, other
than`pkgs/top-level/all-packages.nix`
6. not referencing nix files outside of the directory
7. not referencing `default.nix` (since it's changed to `package.nix`)
8. `outPath` doesn't change after migration

In preparation for the deprecation of `stdenv.isX`.
These shorthands are not conducive to cross-compilation because they
hide the platforms.
Darwin might get cross-compilation for which the continued usage of `stdenv.isDarwin` will get in the way

There are too many files to go through manually but a treewide should
get users thinking when they see a `hostPlatform.isX` in a place where it
doesn't make sense.

This release branch is 8½ years old and hasn’t received an update
in 6 years. Nothing in the Nixpkgs tree uses it. We can simplify a
lot of logic in the GCC and cc-wrapper derivations by removing this
unsupported version.
gcc-4.9.4 was released in Aug 3, 2016, 8 years ago. It's a branch that
went out of support years ago. Numerous bugs never get backported to
this version.
Let's remove it.
