NetBSD fts wasn't really designed to be used in this way, and it can
produce some strange errors — e.g. I sometimes see duplicate symbols
when musl and libnbcompat define the same symbol.
More packages used musl-fts directly than the fts package anyway,
which can now be changed to use the generic fts.
Unlike netbsd.fts, musl-fts doesn't have a setup hook, so we have to
tell packages that don't know about it to link against libfts. We
could decide to copy netbsd.fts's setup hook later if we want to.
with structuredAttrs lists will be bash arrays which cannot be exported
which will be a issue with some patches and some wrappers like cc-wrapper
this makes it clearer that NIX_CFLAGS_COMPILE must be a string as lists
in env cause a eval failure
libselinux incorrectly initializes the host platform's arch using uname -m,
which actually returns the build platform's arch. This results in an invalid
compile flag (-mno-tls-direct-seg-refs) when compiling from x86_32.
So we need to set the host arch variable explicitly.
continuation of #109595
pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
libselinux needs native python to compute the installation prefix.
Swig generates the c code for the extension and needs python.h at compile,
so we put python into buildInputs
Avoid this warning (which is in turn an error via -Werror):

The code allocates abuffer with "__attribute__ ((aligned))",
then passes it via a 'char*' parameter, which is then finally cast,
causing the warning. So the code is ok but compiler is not smart
enough to see it.
It seems that -Wcast-align is a no-op on x86, so this shows up on ARM
only.
The reason this is optional is because we might want to use it for bootstrapping
in some constellations. And we really don't want whole lot of dependencies in
those situations.

URLs to http://nix.cs.uu.nl/dist/tarballs. With content-addressable
mirror support (r9190, NIXPKGS-70) this is no longer necessary:
fetchurl will try to download from that location automatically. So
we can keep the original URLs.
