which will be a issue with some patches and some wrappers like cc-wrapper
this makes it clearer that NIX_CFLAGS_COMPILE must be a string as lists
in env cause a eval failure
When executing the programm the libraries were relinking to libm.so and
segfaulting
Since the libs in question are all <1MB when staticly linked this seemed like an easy workaround

pkgconfig was aliased in 2018, however, it remained in
all-packages.nix due to its wide usage. This cleans
up the remaining references to pkgs.pkgsconfig and
moves the entry to aliases.nix.
python3Packages.pkgconfig remained unchanged because
it's the canonical name of the upstream package
on pypi.
io uses SIMD instructions even on i686, causing the build to fail:
