Partially merge gcc-wrapper and clang-wrapper
Having a separate clang-wrapper is really unfortunate because it
means that we'll forever forget to apply changes to both (e.g.
commit 289895fe2c
). This commit
gets rid of the redundant copies of ld-wrapper.sh and utils.sh.
