xdg-desktop-portal-hyprland: add security patch

This patch fixes a long-standing RCE vulnerability in
xdg-desktop-portal-hyprland
(https://github.com/hyprwm/xdg-desktop-portal-hyprland/issues/242),
which was only discovered recently.
