Add cast_slice_box and try_cast_slice_box, changed try_cast_vec to adjust length and capacity when valid. (#100)
* Added try_cast_slice_box and cast_slice_box * Modified try_cast_slice_box and try_cast_vec to recalculate the length if the change in size between the two types is valid. * Ran cargo format
